What you have written is not worthy of publishing - but I'm hoping this is just a synopsis and that you have actually written a book? It's impossible to tell from an outline whether something is worth publishing or not because everything depends on the writing. Have you brought the characters to life? Have you made them so real that the readers actually care about them? Have you provided strong and logical motivations for their actions? Have you used lots of action in telling - and let the characters tell their own stories, instead of having a lot of 'author-talk' damping everything down? In short - have you turned this outline into a brilliant book? If so, then it's worth publishing. If not, then get to work and make it so.
