They're both free. Inkscape is a vector program while gimp is raster based. Vector graphics don't degrade in quality when enlarged; raster graphics do. Unless you expect people to have their noses literally pressed against the poster, you take into account viewing distance. Not what you see when it comes off the printer and you press your nose against it, what the people viewing the poster from 6 feet away will see.
